California Statutes are the Chaptered Bills. A bill is “chaptered” by the Secretary of State after it has passed through both houses of the Legislature and has been signed by the Governor or becomes law without the Governor’s signature. Statutes are available starting from 1993.  Legal.info.ca.gov

ENROLLED BILL
Whenever a bill passes both Houses of the Legislature, it is ordered enrolled. Upon enrollment, the bill is again proofread for accuracy and then delivered to the Governor. The enrolled bill contains the complete text of the bill with the dates of passage certified by the Chief Clerk of the Assembly and the Secretary of the Senate. Legal info.CA.Gov
